Mr Isiah Akola Shikunzi was nominated by the Juakali Neighborhood Association. Shikunzi is a retired Senior Chief 1 and a soldier by profession trained at the Administration Police Training College (APTC). He is also trained in the following areas: Supervisory Management from Kenya School of Government (KSG), Management for Social Development Workers (KSG), Disaster and Conflict Management (KSG), Chiefs Security and Management (APTC), Joint Basic Administration and Clerical (APTC), Community Sensitizer on Gender and Governance (Y.W.C.A), Land succession, alternative dispute resolution and resource mobilization (Judicial Service) and has a Diploma in Bible studies (London).

Shikunzi was Chairman Kakamega Chiefs Welfare and Sacco. In 2013 he was awarded a commendation by Ministry of Education and Kenya School of Government for being the most supportive Administrator for excellent programmes and showing outstanding leadership as a course leader respectively. In 1991 he was attached and practically helped UNHCR to flash back rebels of president Sayed Bare on Somali- Kenya Border at Liboi, Hulugho in Garissa, 1986 attached to UNHCR to flash back rebels of president Yoweri Museveni on Uganda- Kenya border – Lwakhakha and Mt. Elgon
